"Nestled behind the roar of Niagara Springs quietly sits a small, but important fish farm.
“Not many people know about this gem,” said Kay Hardy, president of Idaho Trout Co., which owns Rim View Trout, located south of Wendell. “But it’s part of a critical water system in this community.”
Intellectually, she said, water rights fascinate her. But when it comes to running a business, she needed to come up with a way that both met the needs of the community and resolved the legal issues surrounding her company’s water rights.
Her solution was a game-changing decision. Last year, Hardy and a handful of groundwater districts announced they had made an agreement outside of a courtroom."
